Can my ll keep my security deposit? is dat legal in CA?

to stary off i didnt sing a lease i have no idea why but am sure i didnt! And i live in california so diz has me really confused!! im moving out and i called my current manager to let him know i pay rent every 15th of the mont and ill b moving out by 30th so he told me i only had to pay half of my rent then i asked him when will i b getting my security deposit back which was $200 and i also paid $100 cleaning fee! And he told me paid $100 cleaning fee! And he told me that NO i want going to get my deposit that NO i want going to get my deposit back cuz the owner of the building said that staring 2011 he wasnt going to give deposits back! I havnt heard of any law like this is what he is doing legal? Can he really keep my deposit? Am i suppose to get $200 or $300? Plz help guys!!! Plz!!
